Yes, I can. The worst he can do is pick you up. Avoid that attack at all costs by morphballing into a corner and pressing into the corner. When he goes to charge up his fireball attack, unmorph and run as fast as you can under him, fire off as many missles as possible, then before he lets his fireball attack off run back to the corner and repeat said methods. With the spinning head, just crouch in the corner and fire missles into him repeatedly, and try and destroy his junk he spits with your current beam.
